Online casino complaints work best in a fixed order: write to the casino, keep every record, then escalate to the body named for the casino’s licence. Which body that is depends on the regulator in the footer. Malta and Curaçao send you to an independent dispute service, Kahnawake and Estonia let the regulator itself look at your case, and Anjouan and Tobique use a complaint link inside the licence seal.
This page sets out each route, the time limits we could confirm, and a letter you can adapt. If you have not yet checked which licence your casino holds, start with our guide to verifying a casino licence, because a complaint sent to the wrong regulator is simply ignored.
What should you do before filing a casino complaint?
Before any regulator or dispute body will look at a case, it expects proof that you gave the casino a fair chance to fix the problem. That means a written complaint through the casino’s own channel, a reference number, and a record of the reply or of the silence. Regulators also want the facts in order, so gather the evidence on the day the problem appears, not weeks later.
Build the file while your account is still open. Many disputes are about a bonus, a withdrawal or a closed account, and once support locks the account you may no longer see the cashier history. Keep:
- screenshots of the cashier, the balance and any pending withdrawal, with the date and time visible;
- the exact version of the terms and bonus rules you accepted (save the page as a PDF, since operators edit them);
- chat transcripts and emails, exported rather than retyped;
- game round or bet IDs for any disputed result, and transaction hashes for crypto payments;
- copies of the verification documents you sent and the date you sent them.
Write the complaint in plain language: what happened, what the terms say, what you want. One short, dated message beats a dozen angry chats. Keep a calm tone even if support does not, because the dispute body will later read the whole thread.
Which complaint route matches each licence?
Each licence comes with its own escalation path, and the table below is the short version. It assumes the casino’s internal process has ended without a fix. The licence number and regulator in the casino’s footer tell you which row applies; where the terms name a dispute service, that named service is the one to use.
| Licence in the footer | After the casino’s own process | Does the regulator rule on your case? | Where we show it in practice |
|---|---|---|---|
| Malta Gaming Authority (MGA) | The ADR entity named in the terms, for example eCOGRA | No, not since 1 April 2019; it still takes reports of regulatory breaches | Slot Pony review |
| Curaçao Gaming Authority (CGA) | A dispute body certified by the CGA (seven on the list as of 31 August 2026) | No | Stake review |
| Anjouan | Complaint link in the site seal; casino has 30 days, then an operator-paid ADR | No | Goldroll review |
| Kahnawà:ke Gaming Commission (KGC) | Written complaint to the commission | Yes, it can investigate and direct the operator | None of our rated casinos |
| Estonia (EMTA) | Report to the Tax and Customs Board at [email protected] | It supervises the operator; no arbitration for non-residents | Slot Owl review |
| Tobique Gaming Commission | Complaint link in the Tobique Shield in the footer | Only through the Shield route | 7Bit Casino review |
How do complaints work at Malta-licensed casinos?
A Malta licence gives the strongest dispute route on this site, but the MGA itself no longer decides who is right. From 1 April 2019 onward, its Player Support Unit has left individual disputes to outside bodies. Since then each licensee must name an independent alternative dispute resolution (ADR) entity, and that body handles the case once the casino’s own process has run out.
In practice the route is: complaint to support, wait for the final answer, then file with the ADR named in the terms. Elmst Limited, which runs Slot Pony, names eCOGRA; so does Ludaro Limited for Quickz, as our Quickz review notes. eCOGRA’s service is free for players. The MGA still accepts reports that a licensee acted unlawfully or unfairly, which it treats as a compliance matter rather than a ruling on your money. Use both if the conduct looks like a rule breach, such as refusing to honour a self-exclusion.
What happens with a Curaçao casino complaint?
Curaçao’s regulator, the CGA, will not step into a single dispute between you and a casino. Under the island’s 2024 gaming law each B2C licensee must work with a dispute body the CGA has certified, and the authority’s list, dated 31 August 2026, names seven of them. Complain to the casino first, then go to the certified body the casino’s terms name.
If the terms do not name one, ask support in writing which certified ADR body it uses; the refusal itself is useful evidence. Two practical points for October 2026. First, many reviews still say “Curaçao eGaming”, which is the old master-licence system; a current licence number looks like OGL/2024/… and comes from the CGA. Second, the CGA’s licensing portal went down after intrusions the authority reported on 17 September and again on 22 September 2026, and it had not come back by 2 October. Licences issued before the breach stay in force, the CGA says, so a register page that will not load is not proof that a licence is gone.
How does the Anjouan complaint process run?
Anjouan’s licensing authority does not handle complaints itself. Instead the process starts at the licence seal in the casino’s footer, which links to a complaint form. From the moment you submit, the operator has 30 days to answer. A dispute about how a game round was settled must be raised within 14 days of that round. Anything still open after that can go to an ADR service, and the operator pays its fees.
Always click the seal on the casino’s own page rather than typing the domain into the register: a bare-domain lookup reports INVALID even for licensed sites. Our Goldroll review walks through this seal route, and also notes that the casino’s own terms set a longer 28-day internal target before the Anjouan steps begin.
Can the Kahnawake Gaming Commission rule on a complaint?
Yes. Unlike Malta and Curaçao, the Kahnawà:ke Gaming Commission in Quebec still examines player complaints against the operators it authorises. You must first try to settle the matter with the operator, then write to the commission at [email protected] or use the online dispute form on gamingcommission.ca, giving your identity, the facts and the steps already taken.
Timing matters here more than anywhere else. The commission’s own summary says a complaint must arrive at least seven days after the problem first arose, and within six months of it. Its dispute page also says some complaints may be declined, for instance when another recognised body is already handling the case or when it has been aired on a public forum. Check the current rules on gamingcommission.ca before you post your story elsewhere.
Who handles complaints about Estonian-licensed casinos?
Estonia’s Tax and Customs Board (EMTA) licenses and supervises the country’s online gambling operators. When a problem with a listed operator cannot be solved directly, EMTA’s list of legal operators tells players to contact it, and the address is [email protected]. Slot Owl’s terms add a phone line, +372 880 0811, as our Slot Owl review shows.
What Estonia lacks is an arbitration step for foreign players. The Consumer Disputes Committee hears cases only from residents of Estonia, so a reader elsewhere cannot use it. A report to EMTA puts the operator’s conduct in front of its supervisor, which is real leverage, but it is not a ruling on your balance.
How do Tobique-licensed casinos handle disputes?
The Tobique Gaming Commission, a First Nation regulator in New Brunswick, Canada, accepts complaints about its licensees only through one channel. Its complaints page says submissions sent through the commission’s website will not be reviewed for any Tobique-licensed operator. Instead, use the complaint link inside the Tobique Shield in the casino’s footer; a genuine Shield points to validate.thetgc.ca.
The commission’s General Code also expects a dispute that the licensee has not settled within two months to go to an approved ADR entity. For 7Bit Casino, whose international contract is held by Saphirix Solutions SRL under Tobique licence 0000091, the terms name EGIS as that outside body.
Can you use a chargeback against an online casino?
A chargeback is a request to your card issuer, not to the casino or its regulator, and it only fits narrow cases: a payment you did not authorise, a double charge, a deposit that never reached your balance, or a refund the casino promised and never sent. Losing a bet is not a ground. Card schemes set the deadlines, commonly around 120 days for many dispute types, but your bank’s own rules decide, so call it promptly.
Weigh the side effects. A chargeback usually freezes the casino account while it runs, and casino terms often treat an open chargeback as a reason to suspend play. If your real dispute is about winnings or bonus rules, the licence route above is the correct one. For crypto deposits there is no chargeback at all, which makes the evidence file and the licence route even more important.
Are public complaint sites like Casino Guru and AskGamblers worth using?
Casino Guru and AskGamblers both run public complaint services in which their staff contact the casino and publish the outcome. They can work well when a casino cares about its reputation, and their case archives are a useful way to see how a brand behaved in past disputes. They are commercial review sites, though, and neither has legal power to order a payment.
Use them as an extra, not a replacement. File the regulator or ADR route first if your licence offers one, because some formal routes, including the KGC’s, may decline a case that has already been made public. Keep your account details and documents out of the public thread.
How long does each step usually take?
Most complaints settle at the first step, within a few days. The longer timelines below are the limits written into rules and terms we checked in October 2026, not promises of a fast result. Count from the date of your written complaint, and note each date in your file.
| Step | Time limit we found | Where it is written |
|---|---|---|
| Casino’s internal reply (Slot Owl, Estonia) | 10 working days, extendable once by 10 more | Slot Owl terms, section 17 |
| Casino’s internal reply (Goldroll, Anjouan) | 28 days target | Goldroll terms |
| Anjouan operator answer after a seal complaint | 30 days | Anjouan complaint policy |
| Anjouan dispute about a game outcome | Raise within 14 days | Anjouan complaint policy |
| KGC complaint window | Not before 7 days, not after 6 months | gamingcommission.ca |
| Tobique referral to ADR | After 2 months unresolved | TGC General Code |
| Card chargeback | Often about 120 days, issuer rules apply | Card scheme rules via your bank |
A complaint letter you can adapt
A good complaint letter fits on one screen. It names the account, states the facts in date order, quotes the clause you rely on, and asks for one clear outcome by a stated date. Copy the outline below into an email to the casino’s complaints address, and send the same text later to the ADR body or regulator with the reply attached.
Subject: Formal complaint, account [username or ID], withdrawal [reference]
I am filing a formal complaint under your complaints procedure. On [date] I requested a withdrawal of EUR [amount] by [method]. On [date] my identity documents were approved. On [date] the withdrawal was cancelled with the reason “[reason given]”.
Clause [number] of your terms, version dated [date], says [short quote]. I believe the cancellation does not follow that clause because [one or two sentences].
Please pay the withdrawal or explain in writing which clause applies, with the evidence relied on, within the period your terms set. Please confirm a complaint reference. If this is not resolved, I will refer it to [ADR body or regulator named for your licence].
Attached: screenshots of the cashier and balance, chat transcript of [date], copy of the terms I accepted.
Keep the letter factual. Leave out threats, insults and other players’ stories; a dispute body reads your file, not the forum.
When should you stop and step back?
A complaint can take weeks, and the stress is real when a large balance is stuck. Do not keep depositing at the same casino or at a sister site while a dispute runs, and never chase a frozen balance with fresh bets elsewhere. If play has stopped feeling like entertainment, our responsible gambling page lists international help lines and the limit and self-exclusion tools casinos must offer. To compare the complaint routes of the casinos we rate, the casino reviews hub shows each one’s licence and named dispute body.
Questions readers send us about casino complaints
Can a casino regulator force a casino to pay me?
It depends on the licence. The Kahnawake commission can investigate and direct its operators. The MGA and the Curaçao authority do not rule on individual disputes; an independent ADR body does that instead. In Malta the ADR decision is binding on the licensee.
How long should I wait for the casino before escalating?
Wait for the period the casino’s terms set for a final answer, often 10 working days at EU-licensed sites and up to 28 days elsewhere. If no answer arrives in that time, escalate and say so in your filing.
What evidence matters most in a withdrawal dispute?
Dated screenshots of the cashier and balance, the exact terms version you accepted, chat and email transcripts, and the dates your documents were sent and approved. For crypto, add the transaction hash.
Can I complain about a Curaçao casino to the Curaçao Gaming Authority?
Not for a ruling on your money. Once the casino’s own process is over, the next stop is a CGA-certified dispute body, normally the one the casino’s terms name; the authority listed seven such bodies on 31 August 2026.
Does posting on a public complaint site affect my case?
It can. The Kahnawake commission says it may decline complaints already discussed on a public forum, so use the formal route first and keep personal documents out of public threads.
Is a chargeback a good way to recover gambling losses?
No. A chargeback is for unauthorised, duplicated or undelivered payments, not for bets you lost. Your card issuer decides, under scheme deadlines that are often around 120 days.
